The Ministry of Science and Education of the Republic of Azerbaijan aims to transform the higher education landscape by optimizing administrative processes, increasing efficiency, enhancing transparency, and ensuring accuracy through the transition from paper-based workflows to a fully digital environment.

individual universities and institutions into
a single network, analysis of existing business processes, and assessment of digitalization
